FDA DUNS Number Requirements | Scalix Tech
FDA Compliance & Registration

This Is the Strictest DUNS Requirement on Our Entire Site

If you manufacture, process, pack, or hold food or beverages destined for human or animal consumption in the US, the FDA's Food Safety Modernization Act requires you to provide a valid DUNS number when you register your facility — and again every time you renew.

There's no buyer asking for it, no platform preference involved. It's the law, and the FDA currently recognizes the DUNS number as the only acceptable identifier for this purpose.

A quick honest aside: The broader US federal government switched from DUNS to a new identifier called UEI back in 2022 for most federal contracting purposes . Food facility registration with the FDA is a different system, though, and as of now it specifically still requires DUNS — not UEI.

Only here for the FSMA-specific requirement? If you're looking for broader DUNS guidance for food manufacturers, restaurants, FMCG brands, or beverage companies in India — not specifically tied to US FDA food facility registration — see our general DUNS Number guide for food & beverage companies.

Why This Requirement Exists in the First Place

This isn't a new or arbitrary rule. Food facility registration itself goes back to the Public Health Security and Bioterrorism Preparedness and Response Act of 2002 — the original idea being that the FDA needed a way to quickly locate the source of a foodborne illness outbreak or a potential bioterrorism incident.

The Role of the UFI

FSMA, passed in 2011, built on top of that by adding the requirement that facilities renew their registration every two years. The DUNS number specifically comes into the picture as what the FDA calls a Unique Facility Identifier, or UFI. Its job is narrow but important: it verifies that the facility-specific address tied to your DUNS number is actually the same address you're using on your FDA registration. In plain terms, it's a cross-check against fraud and duplicate entries.

// Recurring Compliance

The Biennial Renewal Cycle

Food facility registration isn't a one-time thing. You have to renew it every even-numbered year, specifically during the window between October 1 and December 31.

Why DUNS Comes Up Every Single Time

Miss that window, and the FDA simply treats your registration as expired and removes it — which means your products can be refused entry, detained, or hit with demurrage fees while you scramble to fix it. Every single renewal requires you to re-confirm your UFI — your DUNS number — as part of that submission.

Pro Tip: Start the renewal process around 90 days ahead of the deadline. Updates to your DUNS information can take a couple of weeks to process on D&B's side, and you want that buffer in case anything needs correcting before the FDA's own review kicks in.

// The Trap

The Part That Actually Catches People Off Guard: Exact-Match Enforcement

Here's where this gets stricter than almost any other DUNS use case we cover. The FDA requires that the name and contact information on your food facility registration exactly match your DUNS number's contact information — character for character, including punctuation and spacing. Not "close enough." Exactly.

The FDA has been actively reviewing existing records and cancelling registrations where it finds the DUNS information doesn't line up cleanly with the facility's registration data. That means a registration that was perfectly valid last month can get cancelled this month if your DUNS profile drifts out of sync.

The most common things that trigger cancellations:

  • Contact information that doesn't exactly match D&B's records, down to spacing and punctuation.
  • Vague or outdated descriptions of what your facility actually does — processing, packing, or holding activities that no longer reflect current operations.
  • Missing 24-hour emergency contact details for someone at the facility.
  • Incorrect food category codes that don't match what you're actually handling now.

What Foreign Facilities Specifically Need to Have in Place

If you're exporting from India rather than operating a US-based facility, there are a few extra pieces beyond the DUNS requirement itself.

A US Agent

You need to designate someone physically located in the United States — with a real street address, not a PO box — to act as the FDA's point of contact for inspections, communications, and emergencies.

An 11-digit FEI Number

FDA Food Facility Registration number. This is different from your DUNS number, assigned to you by the FDA once your registration (including your DUNS-based UFI) is reviewed and accepted.

The 60-day update rule

Any change to your facility's information — ownership, address, your designated US Agent, or the categories of food you handle — has to be reported to the FDA within 60 calendar days.

// Document Architecture

Documents & Information You'll Want Ready

A valid DUNS number

Required as your Unique Facility Identifier (UFI) — registrations without one are rejected outright.

Exact facility name and address

Must match your DUNS record character-for-character, including punctuation.

US Agent details

Required for foreign facilities — name, contact information, and a real US street address.

Facility activity description

An accurate, current description of what you manufacture, process, pack, or hold.

24-hour emergency contact

A named contact reachable around the clock at the facility.

Food category codes

Needs to reflect what you're actually handling now, not what you registered years ago.

Getting Your DUNS Number Sorted Before You Register or Renew

Step 01

Check whether your facility already has a DUNS number

Tied to its exact address. Since DUNS numbers are location-specific, this matters even more here than usual — search through the official D&B lookup before assuming you need a new one.

Step 02

If you don't have one yet, apply directly through D&B

It's free, and the standard process can take up to 30 days — so if your renewal window is approaching, don't leave this until the last minute.

Step 03

Double-check your contact information

Against what you intend to submit to the FDA. This is the single highest-value thing you can do here, given how strictly the exact-match rule is being enforced.

Step 04

If you already have a DUNS number but suspect it's outdated

Verify and correct it with D&B well before your registration or renewal deadline — ideally at least 30 days ahead, to leave room for D&B's own processing time.

Step 05

Submit your registration or renewal

Through the FDA's FURLS portal, entering your DUNS number exactly as it appears in your D&B record.

// Risk Factors

Common Mistakes That Lead to Cancelled Registrations

Assuming "registered once" means "done forever."

It doesn't — the biennial renewal cycle means your DUNS information gets re-checked every two years, indefinitely.

Letting contact details drift out of sync.

A phone number, email, or address change on your business side that never gets updated with D&B is exactly the kind of mismatch the FDA's active enforcement is now catching.

Waiting until the Oct–Dec window to deal with DUNS issues.

Given D&B's own processing time and the volume of renewals the FDA handles in this period, starting early is genuinely the difference between a smooth renewal and a stressful one.

Treating an outdated facility activity description as a minor detail.

It isn't — the FDA specifically flags vague or outdated descriptions as a common rejection trigger.

Forgetting the 60-day update rule for foreign facilities

When something changes — ownership, address, US Agent, or product categories.

// Common Questions

Frequently Asked Questions

Is a DUNS number actually mandatory for FDA food facility registration?
Yes, without exception. The FDA currently recognizes the DUNS number as the only acceptable Unique Facility Identifier for food facility registration, and won't confirm a registration or renewal without a valid one.
What happens if my DUNS information doesn't exactly match my FDA registration?
The FDA requires an exact character-for-character match between your registration's contact information and your DUNS record. Since March 2023, the agency has been actively reviewing records and cancelling registrations where this mismatch is found — even for facilities that were previously compliant.
How often do I need to renew my food facility registration?
Every even-numbered year, during the window between October 1 and December 31. Missing this window causes the FDA to treat your registration as expired and remove it.
Is the DUNS number free for food facility registration?
Yes — completely free through Dun & Bradstreet's standard process. Be cautious of any service implying otherwise; legitimate help here covers documentation guidance, not the number itself.
What's different for foreign food facilities exporting from India?
You'll need to designate a US Agent with a real US address, and you'll be assigned a separate 11-digit FDA Food Facility Registration number once your DUNS-based registration is accepted. You also need to report any facility changes within 60 days.
What's the difference between a DUNS number and an FEI?
A DUNS number is issued by Dun & Bradstreet and identifies your company globally. An FEI (FDA Establishment Identifier) is issued by the FDA itself after you register, and is what the agency uses to track inspections, compliance history, and fee payments tied to that specific facility.
