This is the first thing to confirm, since it determines whether any of this applies to you. If you're a solo developer without a registered organization, a personal account avoids this requirement entirely.
Personal Account
You do not need a DUNS number. Your legal name and address are taken from your linked Google Payments profile instead, and you'll verify those identity details before publishing.
Organization Account
You must provide a verified D-U-N-S number. This applies to business, government, academic, and non-profit entities.
Before You Apply: Check If Your Organization Already Has a DUNS Number
This step matters more for Google Play than almost anywhere else, because of one specific detail: large organizations may have multiple DUNS numbers for different entities within the same organization. If your company has subsidiaries, multiple registered branches, or has been part of a merger, there could be more than one DUNS record associated with your business name.
Make sure the DUNS number you use to create your developer account reflects the specific organization details you actually want associated with your Play Console account. Search the official Dun & Bradstreet database by your organization's name first, rather than assuming you need to request a brand-new number — many organizations already have one as part of doing business and don't realize it.

Documents & Information Required for Google Play DUNS Verification
The detail that causes the most rejections: the organization name on any document you upload to Google must match your DUNS profile information exactly.
A common rejection reason is the system flagging that the organization name on the uploaded document doesn't match what's in your DUNS profile.
The fix is to upload a legal document showing your entity name and address exactly as listed in your DUNS profile, ideally something government-issued like an IRS or Secretary of State letter, or in India, your Certificate of Incorporation or GST certificate.
How DUNS-to-Google Play Sync Actually Works (This Catches Almost Everyone)
This is the single most important thing to understand before you start: when you update your DUNS number, name, or address with Dun & Bradstreet, those changes are not automatically reflected in your Google Developer Account. You have to manually push the update through on the Google side.
If you've corrected your DUNS profile and your Play Console still shows the old information or an unresolved verification banner, here's the actual fix:
Log in to your organization's Google Play Console.
Click "Developer Account" in the left-hand menu, then select "About You."
Scroll to the DUNS Information section and click "Update Organization Details."
Click "Create or Select Payments Profile," then do so again on the following screen.
Enter the updated (or same) DUNS number.
Review the new DUNS information carefully, then click "Confirm," and confirm again.
Click "Save," then refresh the page.
Go through the standard verification process again — upload legal documents matching your DUNS information, plus a valid photo ID.
Important note: Google allows you to update the name and address associated with your DUNS number, but not the DUNS number itself. If your organization's DUNS number has changed entirely (not just the name/address on it), you'll need to create a new developer account using the new DUNS number, rather than updating the existing one.

If you're on a deadline tied to a chosen verification date in Play Console (Google assigns deadlines on a first-come, first-served basis for existing developers), it's worth starting your DUNS application as early as possible, since document mismatches discovered late in the process can add unplanned delay right when you can least afford it.

What If Your Region Isn't Supported by Dun & Bradstreet?
Google's policy does account for this: if you're in a region that Dun & Bradstreet doesn't support, you can apply to Google's support team for an alternative way to verify your organization.
