Google Play Console DUNS Verification Guide - Scalix Tech
Google Play Developer Advisory

Why Google Play Console Requires a DUNS Number for Organization Accounts

If you're creating a new Google Play Console developer account as an organization, you cannot get past verification without a D-U-N-S Number. This isn't optional, and there's no workaround if you're eligible for one: Google's own policy states that organizations failing to provide a DUNS number will not be accommodated with exemptions or extensions.

This requirement came from a policy change Google announced specifically to boost trust and transparency on the platform β€” starting in 2023, any organization creating a new Play Console developer account has had to provide a DUNS number, which Google uses to verify business information during account creation. This page covers exactly what's required, how the verification actually works, and what to do if you're stuck on a rejection.

Important β€” Please Read This First

A D-U-N-S Number is always free and is issued only by Dun & Bradstreet. Scalix Tech is an independent consulting service β€” we are not affiliated with, endorsed by, or authorized by D&B, and we're not affiliated with Google. We never charge for "issuing" the number itself. What we offer is documentation review and application support, specifically focused on getting your business details to match correctly across your DUNS record and your Google Play Console account.

Account Classification

Personal Account vs Organization Account β€” Do You Need a DUNS Number?

This is the first thing to confirm, since it determines whether any of this applies to you. If you're a solo developer without a registered organization, a personal account avoids this requirement entirely.

Personal Account

You do not need a DUNS number. Your legal name and address are taken from your linked Google Payments profile instead, and you'll verify those identity details before publishing.

Organization Account

You must provide a verified D-U-N-S number. This applies to business, government, academic, and non-profit entities.

Verification Check

Before You Apply: Check If Your Organization Already Has a DUNS Number

This step matters more for Google Play than almost anywhere else, because of one specific detail: large organizations may have multiple DUNS numbers for different entities within the same organization. If your company has subsidiaries, multiple registered branches, or has been part of a merger, there could be more than one DUNS record associated with your business name.

Make sure the DUNS number you use to create your developer account reflects the specific organization details you actually want associated with your Play Console account. Search the official Dun & Bradstreet database by your organization's name first, rather than assuming you need to request a brand-new number β€” many organizations already have one as part of doing business and don't realize it.

Documentation Requirements

Documents & Information Required for Google Play DUNS Verification

Requirement Notes
D-U-N-S Number Must reflect your organization's correct legal business name and current address.
Two legal documents Needed if you ever need to update or correct your DUNS profile to match Google's records β€” ideally something like a government-stamped letter or registration certificate.
Verified contact details Two separate sets of phone number and email: one for Google to contact you, and one for Google Play users to contact you.
Legal address Taken from your Google Payments profile and cross-checked against your DUNS record.
Photo ID Required as part of the standard verification process alongside your legal documents.
Business registration Required to verify your organization account, separate from the DUNS number itself.
The Primary Rejection Vector

The detail that causes the most rejections: the organization name on any document you upload to Google must match your DUNS profile information exactly.

A common rejection reason is the system flagging that the organization name on the uploaded document doesn't match what's in your DUNS profile.

The fix is to upload a legal document showing your entity name and address exactly as listed in your DUNS profile, ideally something government-issued like an IRS or Secretary of State letter, or in India, your Certificate of Incorporation or GST certificate.

Data Integration Loop

How DUNS-to-Google Play Sync Actually Works (This Catches Almost Everyone)

This is the single most important thing to understand before you start: when you update your DUNS number, name, or address with Dun & Bradstreet, those changes are not automatically reflected in your Google Developer Account. You have to manually push the update through on the Google side.

If you've corrected your DUNS profile and your Play Console still shows the old information or an unresolved verification banner, here's the actual fix:

01

Log in to your organization's Google Play Console.

02

Click "Developer Account" in the left-hand menu, then select "About You."

03

Scroll to the DUNS Information section and click "Update Organization Details."

04

Click "Create or Select Payments Profile," then do so again on the following screen.

05

Enter the updated (or same) DUNS number.

06

Review the new DUNS information carefully, then click "Confirm," and confirm again.

07

Click "Save," then refresh the page.

08

Go through the standard verification process again β€” upload legal documents matching your DUNS information, plus a valid photo ID.

Constraint Warning

Important note: Google allows you to update the name and address associated with your DUNS number, but not the DUNS number itself. If your organization's DUNS number has changed entirely (not just the name/address on it), you'll need to create a new developer account using the new DUNS number, rather than updating the existing one.

Error Resolution

Common Google Play DUNS Verification Errors β€” and How to Fix Them

1. Name Mismatches

Error: "The organization name on the uploaded document does not match the information on your DUNS Profile."

Upload a legal document showing your exact entity name and address as listed in DUNS β€” government-stamped letters work best. Make sure the image is clear, well-lit, not cropped, and not a screenshot.

2. Out of Business Flags

Error: Organization marked as "out of business" by Dun & Bradstreet

If your D&B profile has been flagged this way, you'll need to contact D&B directly to reinstate it before Google's verification will go through.

3. Unexpected DUNS Changes

Error: DUNS number changed unexpectedly

Sometimes D&B assigns a new DUNS number to an existing profile. If this happens, contact Google Play Support directly for assistance, since this scenario isn't something you can resolve through the standard update flow alone.

4. Low-Quality Document Submissions

Error: Blurry, cropped, or partial document uploads

A surprisingly common, entirely avoidable rejection reason β€” always upload full, clear, well-lit images of complete documents.

5. Auto-Sync Assumptions

Error: Assuming a DUNS update automatically syncs to Google

It doesn't. You must manually go through the "Update Organization Details" flow in Play Console after any DUNS change.

Processing Latency

How Long Does Google Play DUNS Verification Take?

According to Google's own developer documentation, requesting a DUNS number from Dun & Bradstreet can take up to 30 days, so it's worth planning ahead rather than starting this process right before you intend to publish.

Standard DUNS registration itself is free; D&B also offers its own optional paid expedited service for organizations that need a faster turnaround β€” that's D&B's own paid tier, not something any third party controls.

If you're on a deadline tied to a chosen verification date in Play Console (Google assigns deadlines on a first-come, first-served basis for existing developers), it's worth starting your DUNS application as early as possible, since document mismatches discovered late in the process can add unplanned delay right when you can least afford it.

Regional & Special Handling

Unsupported Territories & Global Scale

We provide guidance on navigating complex regional issues, entity structures, and compliance standards to make sure your applications fulfill policy rules from day one.

Unsupported Regions Exception

What If Your Region Isn't Supported by Dun & Bradstreet?

Google's policy does account for this: if you're in a region that Dun & Bradstreet doesn't support, you can apply to Google's support team for an alternative way to verify your organization.

Only organizations genuinely unable to obtain a DUNS number are given this option, and Google notes that requests with incomplete answers won't be considered β€” so it's worth contacting Google Play Support before creating your developer account. For most businesses operating in India, this exception generally won't apply, since DUNS numbers are available here.

Value Proposition

How Scalix Tech Helps With Google Play Console DUNS Verification

Getting a DUNS number is free, and most of the process is manageable on your own β€” but the document-matching requirement and the manual sync step between D&B and Google Play are exactly where developers most often get stuck, sometimes on an error that's confusing to diagnose without knowing what each side is actually checking.

Step 01

Identifying the Correct DUNS Number

Determining which DUNS number to use if your organization has multiple corporate entities or subsidiaries.

Step 02

Legal Document Pre-Audit

Reviewing your legal documents for exact name/address consistency and syntax compliance before you submit to Google.

Step 03

Synchronization Support

Helping you correctly complete the "Update Organization Details" flow if your DUNS details have changed.

Step 04

Error Diagnostics

Diagnosing and helping resolve document-mismatch or "out of business" flag errors with D&B directly.

Step 05

DUNS Application Guidance

Walking you through the Dun & Bradstreet registration application step by step if you do not have a number yet.

Developer FAQ

Frequently Asked Questions

Do I need a DUNS number to create a Google Play developer account?

Only if you're creating an organization account (business, government, academic institution, or non-profit). Personal developer accounts use identity details from your Google Payments profile instead and don't require a DUNS number.

Is the DUNS number free for Google Play Console verification?

Yes. The standard D-U-N-S number application is completely free and issued directly by Dun & Bradstreet. Our fees, when you use our service, cover only documentation guidance and application support, never the number itself.

Why does my Google Play verification say my organization name doesn't match my DUNS profile?

This happens when the document you upload to Google doesn't show your exact entity name and address as listed in your DUNS profile. Upload a clear, complete legal document β€” ideally government-issued β€” that matches your DUNS information exactly, then resubmit.

I updated my DUNS profile, but Google Play still shows the old information. Why?

Updates to your DUNS profile aren't automatically reflected in your Google Developer Account. You need to manually go through Play Console's "Update Organization Details" flow under Developer Account β†’ About You β†’ DUNS Information, then complete verification again.

Can I change my DUNS number itself through Google Play Console?

No. Google allows you to update the name and address associated with an existing DUNS number, but not the number itself. If your organization's DUNS number has genuinely changed, you'll need to create a new developer account using the new number.

How long does the whole DUNS-to-Google-Play process take?

Requesting a DUNS number can take up to 30 days according to Google's own guidance, so plan well ahead of any verification deadline you've chosen or been assigned in Play Console.
